SO YOUR FRIEND WHO IS DOWN ON HIS LUCK LOST HIS JOB AND APARTMENT, AND YOU FEEL SORRY FOR HIM AND LET HIM TAKE THE SPARE BEDROOM. IF HE OWES THE CITY MONEY AND THEY FIND OUT, THEY WILL ADD HIS BILL TO YOURS. HOWEVER, THEY WILL GIVE YOU A CHANCE TO KICK THE POOR GUY OUT IN THE STREET TO AVOID ASSUMING HIS DEBT. IF YOU OWE A UTILITY BILL OR YOUR OLD ROOMMATE OWES A UTILITY BILL AND YOUR LANDLORD WANTS TO INCLUDE THE POWER WITH THE RENTS, THE CITY WILL NOT ALLOW THIS.
